Civil Engineer Project Manager, Land Development

Salary: Commensurate with experience; salary range not provided.

License: Active Professional Engineer (PE) license required; Pennsylvania PE preferred.

Position overview

Plan, design, manage, and deliver private subdivision and land development projects. The successful candidate will bring progressive civil engineering experience and strong design ability, and will manage projects, clients, schedules, budgets, and junior staff.

Key responsibilities

  • Lead civil engineering and land development projects from planning through final design and construction; manage schedules, budgets, technical deliverables, and client expectations.
  • Own project quality, technical accuracy, and delivery; coordinate internal staff and external stakeholders.
  • Provide design leadership on site layouts, horizontal and vertical roadway alignments, grading plans, stormwater management and BMP layouts, drawings, reports, and specifications; review engineering sketches, calculations, and plans.
  • Perform site feasibility and due diligence; review zoning ordinances and municipal regulations; support permitting and approvals.
  • Develop practical solutions for challenging projects, conceptualize design alternatives, and flag design or permitting issues early.
  • Maintain strong relationships with private-sector clients and represent the firm with clients, attorneys, developers, municipalities, and regulatory agencies.
  • Lead and mentor engineers, designers, and CADD technicians.

Requirements

  • Bachelor’s degree in Civil Engineering and an active PE license.
  • Approximately 5–7+ years of progressive civil engineering experience.
  • Experience designing private subdivision or land development projects, serving private clients, and/or managing infrastructure projects.
  • Strong site planning and civil design knowledge, with experience managing project schedules and budgets.
  • Proficiency with AutoCAD, Civil 3D, Word, Excel, and PowerPoint.
  • Strong written and verbal communication skills, with the ability to manage multiple projects and represent the firm externally.

Preferred qualifications

  • Pennsylvania PE license and experience giving public testimony before Land Use Boards.
  • Experience managing private-sector land development projects and coordinating with developers, attorneys, municipalities, and regulators.
  • Experience mentoring junior engineers and leading multidisciplinary teams.
  • Certifications such as Certified Municipal Engineer (CME), Certified Floodplain Manager (CFM), or Professional Planner (PP).
  • Experience with GIS, Hydroflow, stormwater modeling, and drainage design tools.
