Position Details

• Schedule: Onsite five days per week
• Travel: 60–75%, primarily to sites in Texas, Ohio, and the Northeast, with some local Pittsburgh projects

Role Overview

This role manages end-to-end roadway permitting and access approvals for fast-paced power innovation projects, supporting compliance with local, state, and railroad requirements.

Responsibilities

• Develop and execute roadway and railroad permitting strategies for power innovation projects, aligning schedule, constructability, and compliance needs.
• Negotiate Road Use Management Agreements (RUMAs), Right of Entry (ROE) agreements, and railroad crossing agreements.
• Partner with Engineering Project Managers, Environmental Permit Managers, and consultants to identify and site public road crossings, driveway entrances, and access points that can be installed and maintained safely.
• Plan contractor haul routes and access logistics, accounting for weight-restricted roads and bridges, as well as local roadway constraints.
• Track permit conditions through construction closeout and roadway restoration.
• Interface with local and state agencies, including towns, boroughs, townships, cities, counties, and state departments of transportation, to address traffic engineering, public safety, roadway conditions, and maintenance.
• Serve as a technical advisor on traffic engineering, maintenance of traffic (MOT), haul routes, roadway and bridge restrictions, and railroad engineering standards.

Qualifications

• Bachelor’s degree and at least five years of environmental experience.
• Proven ability to negotiate agreements, including RUMAs, ROEs, and railroad crossing agreements, while balancing risk, cost, and stakeholder expectations.
• Strong working knowledge of roadway construction methods and restoration standards, including pavement, drainage, geotechnical work, guiderail, and temporary works.
• Experience coordinating with local and state agencies and railroad representatives, including presenting at public meetings.
• Proficiency with Microsoft Office applications and general computer skills.
• Excellent organizational and interpersonal skills, with a safety-first mindset.

Preferred Qualifications

• Familiarity with maintenance-of-traffic planning, oversize/overweight permitting systems, bonding and insurance requirements, and contract administration.
